Public Works Director- Strengthening Dickinson's Foundations, Building Tomorrow Together

As the Public Works Director, you will play a critical role in the development, management, and maintenance of essential public infrastructure in Dickinson. You will lead a dedicated team of professionals responsible for Water Utilities, Solid Waste, Street, Fleet, Forestry and Buildings and Grounds.

Key Responsibilities:
• Develops and implements strategic direction, goals, plans, policies and objectives for the public works department in alignment with the overall vision of the organization and is accountable for overall results for the public works department.
• Ensures efficient and effective delivery of the public works services, including the general operation of water distribution, wastewater collection, water reclamation facility, reuse water distribution and storm water; implementation of the Industrial Pre-Treatment Program; residential and commercial solid waste collection, residential recycling and the Solid Waste Disposal Landfill for southwest North Dakota; general street operation planning, maintenance, snow removal and sweeping; maintenance of all city vehicles, public works equipment, city fuel and shop inventory; maintenance of city buildings, cemeteries and mausoleums, trails and city property maintenance, tree removals and plantings, downtown improvements.
• Prepare and manage the departmental budget, ensuring fiscal responsibility and cost-effective resource allocation.
• Oversees major utility studies, preparation of plans and specifications; ensures compliance with engineering practices and standards; administers consultant contracts.
• Collaborates with community stakeholders, elected officials, city staff, NDDOT and/or contracted engineers in planning, implementing, and completing city infrastructure projects to make sure city needs are met and also to understand their needs and concerns related to public works services.
• Recruit, train, supervise, and evaluate a diverse team of public works professionals, fostering a positive and collaborative work environment. Foster teamwork, communication, and coordination among different division within the public works department.
• Provide training, guidance and mentorship to staff, promoting their professional growth and ensuring high performance and productivity.
• Ensure compliance with applicable laws, regulations, and industry standards in all public works operations.
• Promote a culture of safety within the department, establishing and enforcing safety protocols and procedures. Identify and address potential risks and hazards associated with public works activities.

Qualifications:
• Bachelor’s Degree in Civil Engineering, Public Administration, Business Administration or closely related field.
• Ten years of progressively responsible experience in a field related to public works, with a minimum of five years supervisory and administrative experience.
• Or the equivalent combination of education and experience sufficient to successfully perform the essential duties of this position.
• Valid Driver’s License; ability to obtain ND Driver’s License within 90 days of hire.
• Proven ability to lead and motivate teams, foster a culture of collaboration, accountability, and continuous improvement.
• Proficiency in relevant software applications and project management tools.
