The Building Official opening is an exciting opportunity for a dynamic team-oriented manager to make a significant contribution to the Corvallis Community and the Development Services Division. This presents an excellent opportunity to join a Division that works collaboratively towards making a positive impact on the City’s built environment. As the Building Official, you will have the opportunity to work with a diverse community on a wide variety of development projects. Some of the projects this position will be directly involved with include the new expansion to Oregon State University’s Reser Stadium, the completion of several new public school buildings, and a variety of new multifamily and residential developments. The new Building Official will join the Development Team that is led by a Division Manager who encourages innovative ideas and fresh perspectives in how to deliver high quality services to the Corvallis community.
The Building Official directly manages ten staff members, and collaborates with work units and other teams involved in development approvals by problem-solving, interpreting codes, conducting complex reviews, performing field work, and providing technical assistance. Works to ensure positive relations among administrative, inspections, plan review, building code enforcement, and other City staff. Resolves internal and external conflicts.
The Building Official prioritizes, schedules, and assigns work tasks for the plan review and inspection staff. This position develops procedures, policies, and performance standards to ensure efficient and effective permit application, plan review, permit issuance, and inspection activities. The Building Official ensures that processes remain current with policy, code, or state law changes.
This position provides oversight of Development Services Code Compliance program which includes investigation and resolution of violations of building codes, and municipal codes. He or she provides guidance regarding complex compliance activities, site investigations, scheduling, code interpretations, polices, and procedures. Coordinates investigation activities with other internal and external departments and agencies.
This position is appointed as City’s Building Official as per ORS 455.150 (3) and is responsible for the following:
• Acts as liaison to the State Building Codes Division.
• Represents the City during program reviews conducted by State and Federal agencies.
• Ensures that State certification and licensing rules are enforced.
• Reviews and approves technical interpretations and proposed construction materials/methods related to building, plumbing, electrical, mechanical, and other related codes.
The Building Official also performs personnel duties such as selection, termination, discipline, and evaluation of performance. Makes effective recommendations in hiring and termination decisions. Counsels employees as appropriate. Develops processes that involve employees in decision making. Coordinates activities with other supervisors, managers, and work groups.
This position also assures positive customer relations within the Division. Conducts community outreach and serves on advisory panels or committees as a representative of the Development Services Division. Implements delivery of services necessary to ensure a quick turn-around for plan review and inspections. Ensures Division plan review and inspection performance goals and customer service objectives are achieved.
